First real translation chapter for bgc-vi. Covers the whole foreword: the K&R epigraph, the obfuscated-code bit, audience/reading/platform notes, homepage/email policy, mirroring, translator note, copyright, and dedications. Kept Beej's conversational tone: first person, rhetorical asides, the 'Cứ thế nhé' / 'Hết.' beats that match 'Right on.' / 'The End.' in the original. No em dashes. Markup (nh/is/i/fl/flw) preserved verbatim so index and hyphenation rules still line up.

Cố giữ nguyên cái giọng của Beej, không dịch từng chữ. Câu đùa IOCCC, đoạn "or will it?", mấy tiếng "Right on." vẫn còn nguyên, chỉ chuyển sang kiểu nói chuyện bình thường của tiếng Việt. "Cứ thế nhé.", "Hết.", v.v.
