All 41 chapters translated and merged. Restore the push/pull_request triggers on deploy.yml and the tag trigger on release.yml so we can cut the first Vietnamese release and start publishing GH Pages builds on every main push again.

41/41 chapters done and merged. Time to wake the CI back up.
deploy.yml gets its push + pull_request triggers back so every main merge rebuilds and deploys to GH Pages, and PRs get the build validated again. release.yml gets the tag trigger back so pushing v*-vi.* will actually publish a release this time around.
No other changes, just flipping the triggers that were paused in ac0672f. Next step after this merges is cutting v0.10.5-vi.1.
