Adds a Windows desktop packaging workflow that checks out the private PostgreSQL/pgvector bundle from YukeonWayne/pg_pgvector_binary, validates it, builds the Electron installer, and uploads release artifacts. Updates the current documentation for the private binary bundle workflow.
