Adds a migration-first workflow for pgvector artifacts and supporting infra.

• CLI & runtime: New payload vectorize:migrate bin patches latest Payload migrations with IVFFLAT index creation/rebuild and dims changes; exposes _staticConfigs on VectorizedPayload; registers CLI via config.bin.
• Docs & version: README gains initial setup and config-change migration guides; CHANGELOG entry for 0.5.1; package version bumped to 0.5.1.
• Testing: Large test overhaul adding migrationCli.spec.ts and helpers (initializePayloadWithMigrations, per-test migrationDir), longer timeouts, and updates across specs to run via migrations.
• CI: Split into test_int and test_e2e jobs; ensure pgvector extension; set TEST_ENV; adjust Playwright server timeouts and reuse rules.
• Tooling: test:int now loads tsx, adds tsx dev dep; Playwright config tweaks; .gitignore ignores /dev/test-migrations-*.
