Tekton already maintains a list of maintainers in the community repo. That list is used to configure teams in GitHub programmatically, and it reflects the OWNER files in the individual repos.

Until we decide otherwise the source of truth travels this way:

  OWNER files -> org.yaml -> maintainers.yaml

Added a simple python script that helps generate the maintainers file in the format required by the CNCF. Members of the Tekton GB are set as maintainers from a CNCF pov, all other maintainers are tracked in their respective groups.
