This PR updates the DocFX metadata filter configuration to exclude additional framework/base-class API members from generated documentation, reducing noise in the produced API reference.

apiRulesexclusions to cover additionalSystem.*base types (e.g.,ValueType,Enum,MarshalByRefObject). - Adds exclusions for common
System.Windows.Formsbase types (e.g.,Control,UserControl,CommonDialog) to filter their members out of output.
