Add German Language to Polyseed

As a German native speaker and friend of cryptocurrencies, I am happy to make Polyseed more accessible for Germans by allowing them to create seeds in their mother tongue.
I am not a programmer, so please check if the code up to line 13 is correct and if it needs to be added to other files. Since there are ä,ö,ü and ß in the German language, I have worked with u8.
I have created the list and had it checked by friends and AI, so there should be no errors. The first 4 characters are always unique.
