This creates a "pre-commit" script file that can be used to check if the project is still correct, and also can be copied into the right folder to be used as a git pre-commit hook.
This script is chmoded executable, although I can't see any confirmation of this in the github UI.
This also adds a simple github CI job that sets up and then runs the file.
