Adds a root
CONTEXT.mdcapturing the project's ubiquitous language, built from the codebase. It documents the three content types (Resource, Language, Topic, Spotlight, External Reference, Recommended Reading), the people model (Author vs User, Role), and the presentation Layout variants. Each term is defined tightly with an_Avoid_list to resolve overloaded vocabulary — notably splitting our own Resource from an outbound External Reference, and separating an Author credit from a Discord User.
