Fix hardcoded Go/TS suffixes on unknown file extensions in edge case detector

Fixed suggestSplits in internal/campaign/edge_case_detector.go to properly handle unknown file extensions. Before, it was appending Go/TS suffixes like _types and _helpers even to unrecognized extensions (e.g., .xyz), which produced invalid filenames. Now, if the file language cannot be determined, it securely generates generic suffix strings like _part1, _part2 instead. Removed corresponding TODO block. All tests pass, including the TestEdgeCaseDetectorGap_UnknownLanguage case.
