test: handle empty intelligence report edge case

Adds TestEdgeCaseDetector_AnalyzeFiles_EmptyIntelligenceReport edge-case test which passes an IntelligenceReport using initialized but empty slices and maps (FileTopology, GitChurnHotspots) and asserting that the resulting FileDecision correctly defaults to ActionCreate.

Removes the associated 'TODO' comments from edge_case_detector.go and edge_case_detector_test.go marking the edge case as addressed.
