fam4: finite-verb producer calibration packet (12 rows, owner-gated derived forms)

Family-4 (finite_verbs) calibration, candidate-mode only — the last unguarded STRAT family:

• Form-I finite-verb typed-fact producer: every candidate identifies all three root radicals as written spans, assigns person/tense affixes to owned segments (D-3 discipline: person prefixes / form markers / radicals in separate classes), closed pattern registry, exact reconstruction proofs.
• All 12 rows processed: 4 evidence-complete Form-I candidates; 8 typed abstentions — 4 owner_gated derived-form rows (incl. quadriliteral and Form-IV; derived_verbs remains owner-gated, never analyzed), 2 weak_root_pattern_unresolved (hidden/alternating radicals held pending registered transformation rules), 2 surface_not_finite_verb (STRAT verse-context sweep).
• Verb-affix registry + weak-root defeater registry committed as reusable artifacts (feed the clitic subject-marker classes and future owner-gated derived_verbs work).
• Red-first fixtures; harness gates wired; fresh-LF-clone ALL PASS (second commit adds the packet validator the first commit missed — caught by the fresh-clone rule). pre_apply_not_authorized in force.
