vnregen+vnrat: VN readiness v2 under the ratified authority model

VN readiness ledger v2 (milestone condition 3) built and then finalized under the 2026-07-17 owner ratification:

• Membership: documented CLOSED-FROZEN contracts control (VN-00/01/02 windows); dual documented+staging claims resolve to the documented tranche; the 1,302-key cumulative staging set is the separate vn00_staging_history namespace (deployment history, never membership).
• Four VN-00 contract keys absent from final staging (n0011, n0013, n0031, n0043) retained as members; investigation shows they were absent from ALL cumulative snapshots — a staging-history coverage gap from the start, reported not repaired.
• Planning: historical plan-table authoritative for VN-03..VN-23 (identifiers exact; VN-00..VN-20 primary view + explicit 21-23 tail + unplanned particles); balanced partition demoted to versioned non-authoritative comparison.
• Six-field schema (vn_tranche_authoritative / status / planning_assignment / staging_history_claims / deployment_receipts / assignment_provenance) with per-value provenance; red-first fixture proving a staging claim cannot override documented membership.
• Three architecture proofs marked architecture_proof_candidate (owner section 6: canonical path + compiler shape, not tranche closure).
• Material improvement delta vs pre-crosswalk: +6,342 usable crosswalk rows (675 -> 7,017), +2,186 completable cards (738 -> 2,924), +1,321 entries with usable edges (653 -> 1,974).
• Full harness + fresh-LF-clone ALL PASS; candidate-mode; no live mutation.
