Fixes failing Quality Gates rubric on premain push runs by aligning TS/PY package versions with .release-please-manifest.premain.json (expected prerelease version).\n\n- Updates ts/package.json + ts/package-lock.json version to 1.1.5-rc\n- Updates py/src/theorydb_py/version.json to 1.1.5-rc\n\nThis unblocks PR #46 (premain -> staging) which is currently blocked by a failing premain push run.
