This PR adds a function
tmate_set_num_clientsfor adding the tmate specific environment valuetmate_num_clients.It's assumed to have the value on the server hosted on the
tmate.io, so I wanted to add the same value to the self-hosted server too.related issue: tmate-io/tmate#232
