Refresh cleaned data through 2024

Since the prior releases of this code, the EIA has limited the range of historical data available via their API. This release focuses on cleaning calendar years 2020 through 2024 and including the many balancing area subregions.

April 1 SData Revisions

There are no performance changes in this revision. The code changes provide additional documentation on recreating the exact Conda computing environment used for the analysis to ensure future reproducibility.
