feat: add dependencies with traits to PackageInfo#441

This change adds the ability to decode package dependencies from the `swift package dump-package` output, capturing the identity and enabled traits for each dependency. This is needed to support SwiftPM package traits in Tuist.
PackageDependencyTrait now includes an optional condition field that contains the set of traits that must be enabled for this trait to be active. This matches SwiftPM's .when(traits:) syntax for conditional trait activation.
The PackageInfo init now requires the dependencies parameter after traits.
Add public init and Sendable conformance to PackageTrait to allow creating instances in tests.
