Adds docs/VIEWER_PHONE_POLL.md explaining why viewer polling is disabled by default and how to re-enable via .env (VIEWER_PHONE_POLL_SECONDS). Adds scripts/collect_wedge_logs.ps1 to help capture ios syslog across a wedge for upstream bug reports. Also notes the behavior in PRODUCT.md. These files were cherry-picked onto this branch after PR #3 merged; creating a PR to get the docs landed on main.
