Why

Problem
All workflows, definitions, and execution state are stored in a single shared space, making it impossible to safely host multiple independent teams or customers on the same deployment.

Solution
Add a tenant_id column to all relevant tables (workflow definitions, execution state, audit logs, users, roles) and enforce tenant scoping in the engine, API, and dashboard. Extract tenant information from JWT claims via middleware.

Value
Enables SaaS‑style deployment where each customer’s data is isolated, improving security, compliance, and allowing scaling of the platform to multiple organizations.

What changed

We have implemented a lot of steps, but many steps refer to Go code, not Python. The repository is Go project; there is no sdlc/api directory originally. The plan mentions extending SQLAlchemy base models in sdlc/api/models/base.py. However, the repo seems to be Go only, with maybe some Python workflow parts but not an API using FastAPI. There is an api/main.go. Let's inspect that.

Closes #92
