…skills (OPS-481 row D) The measured 38% cut (47.0k → 28.9k est tokens) from pinning ONLY the skills block on the gateway profile; tools deliberately untouched. Live-verified with the probe at exactly 28,946 est (matches the eval row); --budget 31000 is the regression line. Tests extended: allowlist CI-synced with packages/skills, modelRoles validated against models.yml, secretlessness, tools-absent guard.

Implements the #18 verdict's act-now finding: skills allowlist on the gateway profile, tools untouched. Probe-verified at 28,946 est tokens (exact match to eval row D); budget gate 31000. Tests green (16). Merge = operator (or on-order).
