Converted all pre-historic comments from cp866 to utf8

The change is done by find -name "*.pas" -exec recode IBM866..UTF8 {} \; and nothing is tested, but I hope it helps.

The problem is that box drawing characters were probably converted also. And ancient Virtual Pascal knows nothing about UTF-8.

So I guess it'll take some greping to convert only the comments and nothing else? Or is the box drawing you're referring to passed as comments as well? Anyway, you wanted to move to freepascal.

This will give us a mixture of 866 and utf8 inside the same file which I am not sure is a best direction to go.
