Allow opting out of module structure dependency checks - #233

Let application graph assembly modules intentionally depend on implementations without losing module-structure defaults. Skip per-target verification task registration when `enableDependencyCheck` is disabled while preserving the aggregate tasks required by `check`, `release`, and CI workflows.
