This commit includes the first major stake in the ground for work on tagged literals. It's incomplete - it has a few debug statements lying around, and still needs some additional work to be done around checking for reader literals in the `data_readers.clj`, but we're on our way.
This is the first part of a code refactoring to split the plugin logic from the general library logic.
Up until now the test project has sat in its own repo. This commit moves it into one single repository.
