Due to ietf-rats-wg/draft-ietf-rats-ear#61, now the RFC supports multiple policy_ids. In this way, we could change the rust-ear code to support downstream projects. Close veraison#52 Signed-off-by: Xynnn007 <xynnn@linux.alibaba.com>
