Description
Adds a research plan for first-class memory in eve.
The proposal defines the filesystem slot, trusted principal and private-audience boundary, intrinsic model tools, automatic capture, subject and admin clients, PostgreSQL/local/test providers, erasure semantics, phased delivery plan, and quality gates. This PR changes no runtime behavior and is intended to start design peer review.
