Client streams now recover when a long-lived HTTP response remains open but stops delivering bytes.

Why

A focused real-socket regression on current main at 3cfe8f8173a3cee2194a413fb0ced95518abd1a7 reproduced #1159. The server emitted step.started, then kept the response open without more bytes. After 250 ms, the client was still blocked in reader.read(), had not reopened from cursor 1, and could not receive the terminal event available from the next connection.

The existing retry policy handles errors and closed streams. A silent open response produces neither, so the retry path never runs.

Approach

Because the stall occurs inside the NDJSON reader, racing each byte read against an idle deadline should turn silent responses into recoverable cursor reconnects. The client now cancels a response after 30 seconds without bytes and resumes from its durable cursor.

Idle-read reconnects do not consume the empty-stream retry budget because a legitimate agent step can remain quiet for minutes. streamIdleTimeoutMs tunes the deadline, and 0 disables it. Tail-relative streams and policies with no idle reconnect attempts remain single-connection reads. Invalid timeout settings fail before the client submits a turn.

This implementation builds on the diagnosis and test cases from Andrew Barba's earlier #1186.

Verification

Main repro failed: one event arrived, then the open response stalled beyond 250 ms with no reconnect
Real-socket stream integration suite: 10 passed
Client session unit suite: 38 passed
