Add a tooltip next to the "Joint Positions" header explaining that joint position limits are based solely on arm kinematics and do not account for motion service limit overrides. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

Description
This pr adds support for showing images with a special
viam:is360Imagexmp metadata using an equirectangular viewer using threlte. We are using this special XMP metadata for now since this is for BOV but at a later point we may want to actually have this come from the camera properties apiTesting
