Code Review

This pull request updates the project's governance and roadmap documentation, including standardizing the capitalization of "Maintainer" throughout GOVERNANCE.md, adding a new section on the Volcano Roadmap process, and linking the 2026 Volcano Roadmap in roadmap.md. The review feedback correctly identifies critical issues where capitalization changes in links (MaintainerS.md and #Maintainer) would break URL and anchor routing on GitHub, and suggests standardizing the header capitalization to "Roadmap" for consistency.

Important

The consumer version of Gemini Code Assist on GitHub is being sunset. Starting June 18, 2026, new organization installations will be blocked, and all code review activity will officially cease on July 17, 2026.
For more details on the timeline and next steps, please review the Help Documentation.

- Roadmap: progressively open additional plugin points.
- Stability plan: isolate immature logic via feature-gate, and prioritize code quality improvements, unit/e2e coverage, and robust regression testing before enabling by default.
3. Training scenarios (AI training & elasticity)
