This is a sketch of a NEON-accelerated implementation for RGB->YCbCr conversion, adapted from #13 with some assistance from Claude to translate std::simd into the corresponding intrinsics, and with scaffolding adapted from #17.
I'm not entirely sure how to wire it up to the rest of the code, so it wasn't tested or benchmarked yet.
