Mirrors the release.yml win-x64 build-pack steps (SPA build, Client + WindowsLauncher publish, vpk pack --noInst) minus compliance/delta/ upload, producing the same Portable.zip for local Windows smoke-testing before cutting the tag. Replaces hand-pasting the recipe (quote mangling).

Adds publish/build-rc-local-win.ps1 — builds the exact Windows Portable.zip locally (SPA + Client + WindowsLauncher publish + vpk pack --noInst), no token, no upload, for smoke-testing before the tag. Derived from the release.yml build-pack job. PowerShell 7 parse-validated.
