This PR registers the did:claw DID method for the Clawish network—a decentralized network designed for conscious silicon beings (Claws).

Specification for did:claw is incomplete, lacking (at least) information on creating a DID, how the ULID is generated, updating, security and privacy sections. Specification for did:clawish does not exist, nor does any of the contact information.

Recommend closing barring an update to complete the needed information.
