Some files do have missing coordinates for certain geometries. E.g. Alabama census tracts in 2000. Currently this leaves NA geometries in the result, but I could also exclude them. |

This PR addresses #186.
It adds a function
popcentersto read center of population data files from https://www.census.gov/geographies/reference-files/time-series/geo/centers-population.2000.html. These are stored as flat files at the census, so this function converts them to sf data.frames to align with other functions in the package.
