[DOCS-1723][DOCS-1644] Updates for pinned and baseline runs

• Document deltas for summary metrics
• Remove Cloud-only limitation as of 0.78

DOCS-1913 Workspace settings to turn off delta metrics when a baseline is set

• Tested in Multi-tenant Cloud (https://wandb.ai/wandb/nanochat-public-demo/table?nw=nwusermattlinville)
