Mirrors exact no-mistakes validated head 6181271 from upstream contribution PR kunchenguid#628. Scope is exactly three tracked paths: the internal scout implementation contract skill, its AGENTS.md trigger, and its static contract test. Full local review, test, document, and lint gates passed; the authorized document finding expanded the existing scoped test to protect no-runtime-enforcement, captain-only merge, and lifecycle/scratch-teardown guarantees.
