Rewrite from scratch in C#, wrapping around native C libgxtexture.dll for image decoding/encoding and correctly handling both 1252 and 932 code pages for info decoding/encoding. Correctly handles both BNR1 and BNR2. It now decodes image to either PNG or TGA (based on CLI options) and decodes info to YAML.
