The native Windows host smoke workflow and its follow-up fixes have been replayed as separate commits on the latest
mainin #2327. The implementation PRs it previously depended on are now consolidated there as well.This PR remains Draft only as historical CI context. New Windows work should depend on #2327 rather than this PR.
