Adds a GitHub Actions workflow (npm ci + next build on Node 22) so main is gated by a green build. Branch protection to require it follows.

Adds CI (
npm ci+next buildon Node 22) that runs on every PR and on pushes to main, so the site can't land a broken build. Branch protection requiring this check will be enabled once it's green here.
