Summary

• Migrate module path from github.com/zoobzio/chisel to github.com/zoobz-io/chisel across all 8 go.mod files, Go imports, README badges, and documentation
• Align CI, CodeQL, coverage, and release workflows to gold standard
• Update .goreleaser.yml with full release configuration (owner: zoobz-io)
• Add security target and -tags testing to Makefile
• Add @wintermute-zbz to CODEOWNERS
• Add GitHub topics and set homepage to chisel.zoobz.io
• Add .claude/ to .gitignore

Test plan

• All tests pass locally with new module paths
• CI workflows pass on PR
• Verify release workflow creates submodule tags correctly on next release
