Consolidates the current-base-safe fixes from #96, #98, and #99, plus raises the skills-catalog cold package assertion timeout from 30s to 60s after reproducing its CI timeout.
Excluded intentionally: #95 breaks Keryx roster identity coverage; #97 and #100 request an unsatisfiable cryptography floor because hermes-agent 0.18.x pins cryptography 46.0.7; #94 is a conflicted, broad branch requiring a separately reviewed rebase/split.
Validation: ruff check; ruff format --check; mypy src/; focused team-context/golden-path tests (8 passed); skills-catalog tests (15 passed). Full Python suite was attempted but has current-base/environment failures unrelated to this diff (27 pidfd fixture errors on this Python build plus existing pool/lifecycle failures).
