ci: pin every workflow action to a commit SHA - #21

CodeQL (security-extended) flags a version tag on a non-immutable action. The release, codeql, and bootstrap workflows already pin by SHA; ci, docs, and scheduled still used tags. Pin them all (keeping a `# vX` comment), so the scan is clean and every workflow follows the one convention. Supersedes the Dependabot tag-bump group; Dependabot updates SHA pins in place from here.
