fix: add tool routing guidance to SKILLS.md

Summary

• Adds a "When to Use These Tools" section to SKILLS.md that tells Claude to always use Collibra tools first when users ask about reports, dashboards, tables, lineage, or data issues
• Prevents Claude from falling back to local commands (git log, file searches) when it should be using MCP tools

Why

During testing, Claude tried to run git log when asked to investigate a data issue in a Power BI report instead of using the Collibra lineage tools. This routing guidance ensures Claude reaches for the right tools immediately.
