Adds .platform/varnish9.vcl and a commented-out varnish:9.0 service block in
.platform/services.yaml, under resources/upsun/common/5.0/.platform/services.yaml.
This one applies for 5.0 and later ( replaces the changes done in post-install on 4.6)
