Docs Validation fails on main with "found 9 broken links" — all 9 are missing images referenced by enterprise/setting-up-entra/scim.mdx (/media/user-provisioning/entra/*.png). upstream maximhq/bifrost main also fails Docs Validation for the same reason (verified upstream breakage, not a fork artifact), so per the fork quarantine policy this adds step-level continue-on-error: true to the broken-links step (job goes green with a warning annotation) rather than patching upstream docs. Tracked in fork-patches.txt with REMOVAL CONDITION: remove when upstream adds the missing images and Docs Validation passes on upstream/main.

PR #166 added continue-on-error to the Docs Validation broken-links
step as a quarantine for the 9 missing scim.mdx image links, merged
concurrently with #164 which fixed the actual broken links (removed
the dead <Frame><img> references, added the missing docs.json nav
entry). With the root cause fixed, the quarantine is dead weight that
would silently mask any *new* broken link in docs/** going forward.
Verified: `cd docs && npx mintlify broken-links` still passes without
continue-on-error.
