feat(eve): builtin @skills support

Summary

eve registry search previously searched only the official catalog and project-configured registries, so users had to know a skills.sh address or configure a registry before discovering and installing community skills.

• add skills.sh as the built-in @skills registry and include it in default registry searches without modifying project configuration
• search each source independently so --limit applies per source, preserve partial results when another source fails, and group human output by source with available-result counts
• render compact, width-aware entries using manifest titles when available, exact install addresses, and dim descriptions; keep --json machine-readable and avoid title lookups in JSON mode
• support direct eve add @skills/<owner>/<repo>/<skill> and prevent eve registry add from persisting or overriding the built-in namespace
• keep eve registry list scoped to the official and configured catalogs; document skills.sh discovery, installation, and the community-source trust boundary

This is the base PR in stack #1629. PR #1628 adds skills.sh discovery to the dev TUI.

No tracking issue was linked when this stack was opened.
