feat(eve): search skills in the dev TUI

Summary

The dev TUI's /add flow can browse the official and configured integration catalogs, but it has no discovery path for the skills.sh source introduced by PR #1623.

• add a dedicated Skills category that searches skills.sh instead of loading it into the integration catalog
• refresh remote results as the user types, including an initial empty-query load, while keeping keyboard input responsive during in-flight searches
• reuse the existing registry review and installation flow after a skill is selected
• preserve the existing Channels, MCP connections, Extensions, Observability, and Browse all behavior
• extend the search-action contract narrowly with TUI-only loadOnChange behavior and cover loading/input behavior in renderer tests

Stacked on PR #1623, which provides the built-in @skills registry and registry search/install support.

No tracking issue was linked when this stack was opened.

Validation

• focused registry flow and terminal renderer coverage is included in the PR
• CI lint and typecheck passed on the current stack
• local focused validation was run while developing the stack, but the exact command transcript was not retained
• the current CI run is still in progress; an earlier superseded run was cancelled during restacking

The loadOnChange search reloads dynamic results on every "update" (including plain cursor navigation), firing redundant network requests and resetting the cursor to the top so results below the first can't be navigated to.
