docs: add French translation of CONTRIBUTING.md - #106

Mirror the bilingual setup already used for the README and the security policy. Add doc/CONTRIBUTING.fr.md as a faithful translation of the root CONTRIBUTING.md, and cross-link the two through the same language switcher so readers can move between English and French. Now that doc/CONTRIBUTING.fr.md exists, the French maintainer pages should link to it rather than to the English CONTRIBUTING.md. Update the four references in maintainers/README.fr.md, maintainers/workflows/README.fr.md, and maintainers/workflows/commit-lint.fr.md.
