Fresh CI at 32a380c174ded123c68430a4d6e43ceb7ba1d282 fails closed because protected administrative_review still ends at 2026-08-10T01:21:00Z; the exact August 13 predecessor receipt required by #554/#555 has not been protected.

Root cause is isolated to executor import binding: the protected August 13 pending_closures overlay was installed after administrative_autonomy_runtime_execute captured the predecessor callable. Successor repair PR #559 restores that exact closure reachability without changing this receipt PR.

Required order remains: protect #559 under fresh control-plane gates → ordinary exact August 13 receipt/readback/mirror → re-evaluate/regenerate or synchronize this August 16 receipt → fresh exact-head gates/Referee → protected receipt merge. No skipped frontier, bypass, or authority expansion.
