Successor repair under open control issue #554.

Protected observation:

• MP-ADMIN-ADMINISTRATIVE-0813-RECEIPT-RECOVERY-001: restore exact #475 receipt #555 correctly installed the exact August 13 closed-record recovery wrapper into receipt_stage.pending_closures;
• however administrative_autonomy_runtime_behind_sync was imported first;
• that import loaded administrative_autonomy_runtime_execute, whose from administrative_autonomy_receipt_stage import pending_closures captured the predecessor callable before the exact wrapper was installed;
• therefore the protected MP-ADMIN-ADMINISTRATIVE-0813-RECEIPT-RECOVERY-001: restore exact #475 receipt #555 control was present but unreachable by the live executor;
• this allowed later [maintenance-candidate] administrative_review due 2026-08-16T01:21:00Z #522/[maintenance-final] MP-ADMIN-ADMINISTRATIVE-REVIEW-2026-08-16-001 #523 execution to proceed while the required August 13 receipt remained absent;
• receipt PR [maintenance-receipt] MP-ADMIN-ADMINISTRATIVE-REVIEW-2026-08-16-001 #558 now correctly fails closed rather than skip that missing predecessor.

This patch is intentionally narrow:

1. move only the existing exact August 13 pending_closures overlay before the executor import boundary;
2. add a regression proving the overlay precedes the import and is the callable captured by administrative_autonomy_runtime_execute;
3. run that regression in the existing administrative validation workflow.

No receipt ledger is edited. No #475 record is re-executed or re-merged. No #558 content is changed. No #522/#523 authority is created. No generalized recovery, cadence/deadline reset, structural-frontier mutation, bypass, direct protected push, or substantive claim authority is created.

If protected, the existing #554/#555 control must still produce the exact August 13 completion-state-only receipt through the ordinary Referee/check/protected-merge/readback/mirror path before #558 may advance the frontier to August 16.

Control-plane merge requires fresh exact-head machine gates, independent non-author exact-head APPROVED review, explicit Human Steward exact-head disposition, expected-head protected merge, and protected-main readback.
